HSW Responsibilities
Vice-Chancellor and President (Responsible Officer) will:
- accept the overall responsibility to provide a healthy and safe workplace as the Responsible Officer.
- ensure health and safety strategic plans are developed and implemented.
- ensure adequate resources are provided to meet the University's health and safety objectives as outlined in the University's Strategic Plan and Corporate OHS Action Plan(s).
- ensure the University complies with all Occupational Health, Safety and Welfare and Workers Compensation Legislation.
- ensure an appropriate Health Safety & Wellbeing (HSW) management system is developed, implemented and reviewed to enable the effective management of health, safety and wellbeing.
- ensure mechanisms are established to enable the reporting and assessment of health and safety performance against planned arrangements.
- ensure mechanisms are provided to enable employees and their representatives to be consulted on any proposals for, or changes to, the workplace, work practices, policies or procedures that may affect the occupational health, safety and welfare of employees.
- ensure managers are provided with the necessary knowledge and skills to effectively enable them to carry out their health and safety responsibilities.
- ensure mechanisms are established to enable continuous improvement in Health, Safety and Wellbeing (including claims management and rehabilitation).
Executive Deans in consultation with their Head of School/Branch will:
- ensure that adequate resources are available to meet the strategies of the HSW Policy and plans.
- ensure the health and safety policy and processes are effectively implemented.
- ensure that all identified risks to health and safety are identified, assessed and controlled.
- ensure that the effectiveness of risk control measures are regularly monitored and rectified.
- ensure supervisors and employees have adequate knowledge and skills to carry out their health and safety responsibilities.
- ensure employees and their representatives are consulted on any proposal for, or changes to the workplace, work practices, policies or processes that may affect their health and safety.
- participate in the HSW Executive Engagement Programs of the University as required.
- monitor and drive safety programs via the criteria on the UHSC and Division/Faculty reporting templates.
Supervisor or delegate will:
- carry out their roles and responsibilities as detailed in the policy and processes.
- ensure policies and processes are implemented in their areas of control.
- ensure risk control measures in their areas of responsibility are implemented, regularly monitored and maintained.
- Provide employees under their control with the necessary information, instruction and training to effectively and safely carry out their jobs.
Staff (including students, contractors, volunteers and other visitors to the University) will:
- protect their own health and safety and avoid adversely affecting the health and safety of any other person.
- report any incident or hazards at work to their manager/supervisor and the University.
- carry out their roles and responsibilities as detailed in the health and safety policy and processes.
- obey any reasonable instruction aimed at protecting their health and safety while at work.
- use any equipment provided to protect their health and safety while at work.
- assist in the identification of hazards, the assessment of risks and the implementation of risk control measures.
HSW Manager and HSW Team will:
- co-ordinate the University of Adelaide's health and safety management system on behalf of the Vice Chancellor and President. The HSW Manager does not assume the responsibilities of managers and supervisors.
- assist managers and supervisors in the identification, assessment and selection of measures to control hazards and risks to health and safety.
- assist managers and supervisors in the identification, development and provision of appropriate health and safety-related information, instruction and training.
- develop an annual HSW Training Plan which meets the training needs of the University.
- assist managers and supervisors to effectively consult with employees and their representatives.
- monitor and advise on legislative and technical changes relating to health and safety.
- monitor and provide regular reports to the various committees and the Vice-Chancellor & President on the University's performance.
- develop, implement and review the HSW Policy, associated processes, information sheets and plans.
- maintain the University's HSW website.
- facilitate continuous improvement of HSW across the University.
- investigate major incidents and assist develop hazard control measures.
- manage the University of Adelaide's Internal Audit program.
- manage the Risk Management Safety System.

Health and Safety Officers, if appointed, will:
- assist the Head of School/Branch with the administrative HSW functions. The position does not assume any of the manager/supervisor responsibilities outlined in the OHSW legislation and cannot be held personally accountable for the HSW of staff and students in the area.
- act as a liaison officer between management, health and safety representatives, employees, students, committee members and the HSW team on health and safety matters.
- assist supervisors and health and safety representatives with inspections, accident investigations and to determine appropriate action.
- research data relating to identified hazards and provide relevant information to supervisors and health and safety representatives.
- assist supervisors and health and safety representatives to conduct risk assessments and implement control measures.
- assist with the preparation of safe operating procedures and other strategies to address health and safety issues in the area.
- co-ordinate record keeping for health and safety purposes for the area.
- undertake training in health and safety.

Health and Safety Representatives will:
- represent employees from their work group on health and safety matters.
- investigate health and safety-related complaints prior to representations to management.
- make representations to management and report back to employees on any matter relating to health and safety.
- assist management in the identification of hazards, the assessment of risk and implementation of risk control measures.
- assist monitor risk controls.
- assist in the development of policy and processes.
- assist promote adherence to the health and safety policy and processes.
- assist investigate incidents, injuries and hazard reports.
