Up to the 1964/66 session the Journals of the Senate, the Votes and Proceedings of the House of Representatives and the Parliamentary Papers for both houses were bound in a series of volumes, according to session, with the title Journals of the Senate and Printed Papers.
From the 1967/68 session the Journals of the Senate and the Votes and Proceedings of the House of Representatives have been published in separate sequences, according to session.
From 1967 the printed papers of both houses have been issued in one annual sequence of bound volumes.

Before the 20th Parliament, 1953, the Debates were issued in a single series of volumes containing both the Senate and the House of Representatives. Since then they have been issued in separate sequences. From 1962 onwards the Senate (328.9406 A93pS) has been issued in red covers and the House of Representatives (328.9406 A93pR) in green.
An index to the Debates appears in the last volume of each session up to 1961; from 1962 onwards the index is in the last volume of each year.

New South Wales
The Sydney Gazette and New South Wales Advertiser was the authorized medium of official publicity during the period 5 March 1803 to 6 March 1832.
Reports of debates from 1831 to 1878 were published in the Sydney Morning Herald.
The Legislative Council was constituted in 1823 by the Governor and was superseded in 1856 with the granting of responsible government to New South Wales.
From 1856 there were two elected Houses, the Legislative Assembly and the Legislative Council.
From the 2nd sesssion of the 48th Parliament, 1984/85/86, the Parliamentary papers, the Votes and Proceedings of the Legislative Assembly and the Minutes of proceedings of the Legislative Council are published in microfiche format.

Northern Territory
The Northern Territory was transferred by South Australia to the Commonwealth in 1911 when executive authority was vested in an Administrator appointed by the Commonwealth Department responsible for the Northern Territory.
A Legislative Council was established in 1974, the majority of Council members being nominated. This Council was replaced in 1984 by an elected Legislative Assembly.
The Northern Territory has been self-governing since 1 July 1978.

Queensland
Parliament, consisting of a Legislative Council and a Legislative Assembly, first met in 1860. The Legislative Council was abolished in 1922.
The Votes and Proceedings (also called Journal) of the Council and the Assembly were published separately from 1860-1901.
From 1902 the Votes and Proceedings were included in the Journal and Parliamentary Papers.
Debates include both the Legislative Assembly and the Legislative Council up to 1922.

South Australia
Self-government was obtained in 1856.
From 1857-1913 the Debates are bound in separate sequences for each house.
From 1914-1991/92 they are bound together but with separate indexes for each house.
From the 4th Session of Parliament 47, August 1992, the Debates are again published separately for each house.
The Proceedings include Minutes of Proceedings of the Legislative Council, Votes and Proceedings of the House of Assembly, and Papers ordered to be printed, from the first session of the first parliament, 1857/58.
Included in the Library's set of the the Proceedings are Council papers from 1849 and Minutes of Proceedings of the Legislative Council from 1850-1856.
Annual reports of government bodies in the 19th century, although tabled in parliament, were often not included in the printed papers. The original records may be found in the State Records Department.

Tasmania
From 1825 Tasmania was administered by a Lieutenant Governor with a nominated Executive Council and a Legislative Council.
In 1851 the Legislative Council membership was widened to include some elected members.
From 1856 Parliament assumed its present form with a fully elected Council and House of Assembly.
Printing of Minutes of the Legislative Council began in 1837 and the printing of the Papers followed in 1840.
From 1856 until 1883 the Council and the House had their own series of Journals and Papers, but since then these have been issued together as Journals and Printed Papers of the Parliament of Tasmania.
There were no published debates until 1979, except for unofficial newspaper reports in The Mercury.

Victoria
The proceedings of the Legislative Council were published as Votes and Proceedings from 1851-1890. The title was then changed to Minutes of Proceedings.
The Votes and Proceedings of the Legislative Assembly have been published in sessional volumes since 1856/57.
Prior to 1856 the newspapers of the day provided virtually the only records of debates in Parliament. The official Parliamentary debates commenced publication in 1866.

Western Australia

Votes and Proceedings were first published in 1870 when the Legislative Council came into existence.
In 1890 the Legislative Assembly was formed, and from then on the Votes and Proceedings contained Minutes of the Assembly and Council, together with the printed papers.
The Debates were first published in 1876; prior to this The Inquirer newspaper (not held by Barr Smith; State Library of SA has 1862-1875) gave a full report of the Debates. |
