In 2002, the Audit Commission report Recruitment and Retention: A public service workforce for the 21st century revealed that “the sense of being overwhelmed by bureaucracy, paperwork and targets” was one of the main reasons for people leaving their posts in the public sector. Community Mental Health Evaluation Initiative
