Emergency CommunicationsBack to Building Fire Safety Features An effective communication system is essential for an adequate emergency response. The University uses a multi-modal approach including emergency warning and emergency intercommunication system (EWIS – which includes the Warden Intercommunication Points -red phones), telephone (including mobile phones), email, SMS, radio, public address systems and runners. This approach will ensure continuity of communication in the event of the failure of the primary communication system. Emergency communications are used by the Warden network (Emergency Control Organisation) to direct building occupants to safety. Wardens are provided with additional training to enable them to operate the systems installed. It should be noted that in accordance with the building code, the requirement to install an emergency warning and communication system only applies to large buildings. The reason for this requirement is the heightened risk that occupants may not be aware of a fire in another part of the building. Building Emergency – Low impactThe Emergency Control Organisation (ECO eg Chief Warden and Wardens) will communicate to occupants using either equipment installed or verbally via runner. Building Emergency – Moderate to high impactWhere an emergency escalates to involve more than one building, or the situation requires the co-ordination of the ECO, Security, Incident Management Task Group and Emergency Services, the Security Operations Manager will activate the Emergency Control Centre. All emergency communications and instructions will be disseminated to the Chief Wardens by the Incident Management Task Group from either the Security Office or the Maintenance Service Centre. The Chief Warden will then direct their Wardens and occupants accordingly. The Emergency Services will also set up a Forward Command on site to manage the Emergency. Emergency Control CentresThe University has nominated designated Emergency Control Centres.
There will be nominated University staff to provide ongoing communications between the Emergency Services and the Emergency Control Centre.
