New
Research Quality Framework (RQF) Update
Since the Government's announcement that the Research Quality Framework will proceed as planned. An RQF Board has been established by the University to guide RQF preparations, ensure effective communication across the faculties and ultimately recommend which Research Groups to submit to DEST for assessment. The Board Chair is Professor Mike Brooks, Head of the School of Computer Science, and comprises of the Faculty Executive Deans and Associate Deans (Research), the Dean of Graduate Studies and Director RQF. The Board is meeting fortnightly. Dr Meredith Wallwork has been seconded from within the University as RQF Implementation Manager and will help coordinate the work of the Board and related projects and activities. Shadow Panels, mirroring the DEST Expert Assessment Panels, will be appointed to review, provide feedback and ultimately recommend Research Group Evidence Portfolios for the Board's consideration. An RQF System is being designed to support the schools and faculties in their RQF preparations.
The Department of Education, Science and Training is conducting disciplinary workshops in late February/early March to contribute perspectives and suggestions to the development of both generic and panel-specific sections of the RQF guidelines. DEST plans to establish the 13 Expert Assessment Panels in the near future and has indicated that nominations will be invited once Panel Chairs have been appointed by the Minister. An RQF Reference Committee, comprising representatives from the university sector, has also been appointed to guide RQF developments, systems and guidelines.
Updates on RQF developments will be provided regularly in the Research Branch newsletter. These and other details can be found on the University's RQF website: www.adelaide.edu.au/dvcr/quality.

CORRECTION: 2007 NHMRC PROJECT GRANT APPLICATIONS -Nomination of Preferred Assessor.
The NHMRC have noted that there is a possibility that some applicants could
misunderstand the way in which external assessors may be selected to assist
the peer review of applications. The NHMRC have provided the following clarification:
When providing advice to Grant Review Panel (GRP) members and spokespersons,
the following clause will be deleted from the Peer Review Guidelines:
"Where possible, and only if appropriate to the application, the applicant's
nominated assessor should be used"; (Refer: NHMRC Peer Review Guidelines
for funding commencing in 2008. Appendix B - Nominating Assessors; p.24).
While applicants are permitted to nominate a preferred assessor when submitting
their grant application, there should be no expectation that the nominee will
be
approached to provide an assessment. Every effort will be made to ensure that
all potential conflicts of interest are addressed at all stages of the peer
review process. It should be noted that for the 2007 round of Project Grants,
external assessors will be asked to provide their assessment of the scientific
content of the application only. (Refer: NHMRC Project Grants Funding Policy
for funding commencing in 2008. Section 2; Policy Changes; p3). Assessors will
not be asked to provide a category rating for the application. All decisions
on the ranking of applications will be made by the relevant GRP.
For more information on any of these items please send an email to the grant management team at raohealth@adelaide.edu.au
2007 NHMRC Deeds of Agreement
The NHMRC Deed of Agreement for Research Funding Schemes (version 4) and The

receiving funding from the NHMRC to become familiar with the Deed of Agreement
pertaining to their award, particularly regarding progress and final reporting
requirements. The current version of the Deed will now apply to ALL NHMRC projects
currently active. To download see the following link: http://www.nhmrc.gov.au/funding/funded/manage/policy/deeds.htm
The University of Adelaide has also requested the following additions:
1. Due to University research facilities being dispersed over various sites,
the security warranty in clause 2.3 is provided to the 'best of our knowledge'
2. The NHMRC agrees to provide a 3 month period of notice concerning any significant
changes to the Deed, and gives the opportunity to withdraw without penalty of
changes are not acceptable.
