The records consist of letters, drafts and memos to and from the University Association which was constituted in 1872 to promote the establishment of a university in Adelaide. The Association's aims were to secure further members and financial support, appoint professors and lecturers, arrange classes and to establish the university formally by Act of Parliament.

Memorandum for Ministers
With regard to a notice of motion in the House of Assembly which stands in the name of Mr Smith,
The Governor would ask Ministers so to treat it that his action, in the event of its being adopted by the House, may not be restricted.
He is well aware that the course which Ministers may find it necessary to take with regard to that motion must depend upon circumstances which cannot be estimated beforehand: and, the subject being one personal to the Governor and in no respect arising out of the action of the present or of any former Ministry, they can only deal with it upon considerations of general expediency.
He anticipates that they will be guided in great measure by the apparent

wishes of the House: and, should those wishes be apparently in favour of obtaining the papers referred to in the motion, he would ask that the Minister who may reply on the part of the Government will not if possible go further in the way of assent than to state that the Government having no previous knowledge of the subject must leave the reply to be given to the Address to subsequent consideration, in the mean time only requesting the attention of the House - as I hope they will in any case do - to the fact, that the member who has considered himself aggrieved by the conduct of the Governor might have in the first place addressed himself to the House, who could doubtless, had they considered his complaint to be well-founded, have had the means in their

hands of making it their own, and so of preferring it with greater effect in the proper quarter. Whereas it is surely inconvenient and objectionable for a Member of Parliament, having a grievance for which he holds the Governor responsible, to adopt the course, which is open to every private subject, of appealing to the Secretary of State, and, if dissatisfied with the result, then to make the correspondence which has passed the subject of discussion in the House of Assembly. Because the House must move, should they see fit, with much less advantage, against a previous decision of the Secretary (of) State, and it can hardly be for the public advantage that the Governor should, by the production of his correspondence, be in some measure brought before the House of Assembly for their judgment.

Apart from the merits of the question, it is plain that the consent of the Governor to the production of the correspondence must depend in a great degree upon the tone of the debate which may take place upon the motion for an Address: and that, should that tone, on the part of the supporters of the motion be discourteous or peremptory, the Governor might be compelled to decline to produce the correspondence, which otherwise he might be willing to do.

With reference to this notice, no correspondence has taken place on the subject of the admission of members of the Legislature to Government House on official occasions. Memorials have been forwarded and correspondence has passed with respect to the non invitation of a member and his family to parties at Government House. There is no restriction placed upon the attendance of members on official occasions: but there have been no occasions held with the exception of the Governor's Levee.

Mr. Ayers,
In a memorial which I have been requested by Mr. Glynde M.P. to forward to the Secretary of State there occurs the following passage,
"I can certainly speak for this Colony in earnestly representing to Your Lordship that if the Governor is supported in contemptuously ignoring the members of our local Parliament the angry bitterness of feeling which now unhappily exists between His Excellency and the Legislature will be very much increased."
I request you to be so good as to inform me whether in your judgment or in that of your colleagues in the House, of Assembly, there is any foundation for the statement.

In reply to Your Excellency's Memorandum requesting me to inform your Excellency whether in my judgment or in that of my colleagues in the House of Assembly there is any foundation for Mr. Glynde's statement quoted in the Memorandum

Dear Sir,
In compliance with the request of the Executive Council of the University Association I procured when in Sydney some documents relative to the University; presented to me by the Vice Chancellor. I place these at the disposal of the Committee. In Melbourne I purchased a series of the University Calendars, which contain the Charter Regulations

and examination papers given for matriculation. Also two series of lectures which will give an idea of the present subjects of instruction going on at Melbourne.
I found 327 young men preparing for the matriculation examination which began last Tuesday.
At Sydney also about 300 were
[Page 3]
expected to come also for the like purpose.
Both Governments require all candidates for the civil service to pass such a matriculation examination: as for the lower departments under Governments, all candidates are required to pass the "Ordinary Examination" of a somewhat lower grade. For the Bar
[Page 4]
at Melbourne I believe a B.A degree is a ______ required for admission to practice.
These regulations exercise a very beneficial influence on the education of the rising generation, and upon the Schools at which they attend. The Association would do well to urge on our Government similar regulations.

The following resolution was adopted at a recent meeting of the Executive Council of this Association.
"That ______ F.S. Dutton, C.M.G., A.L. Elder, Edward Stirling and David Hemming(?) be requested to act as a Committee in London for the purpose of obtaining contributions in aid of the University funds from Colonists at present residing in England and from others."
The members of the Council trust that you will kindly lend your valuable aid in this matter, and that as early as may be convenient you will communicate with the other gentlemen named above, to each of whom I am now writing in similar terms.
By last mail circulars were posted to a number of South Australian Colonists now in Britain, inviting their contributions. The members of the Council have since then thought it advisable to add a paragraph to the first page of the circular, as per copy enclosed, and if the London Committee consider it needful to give it further circulation,

the amended copy is the one that ought to be used.
Besides contributions of £500 each from Sir Henry Ayers and P.D. Prankerd Esq~ there are many subscriptions of £100, £50 and smaller sums, while various gentlemen have put their names down for yearly payments during their lifetime. The scheme has indeed been very warmly taken up by people of all classes and all diversity of worldly means, a most laudable and encouraging determination to "aid themselves" in this matter being manifested by that community generally, and it is confidently believed that colonists residing in England ___ will be glad to write in forwarding so good a work.
At the last meeting of Council the following resolution was adopted on the motion of his Excellency Sir James Fergusson
"That any subscriber of a sum yielding an annual income sufficient to provide two thirds of the endowment of any Chair, shall have his name given to that Chair. And that the Council will provide the residue of the endowment out of such funds as may be placed at their disposal by the public or by Parliament."
The amount at present contemplated as endowment for each Chair is £800 per annum.

Your Subcommittee have in accordance with their instructions conferred with Messr Read & Davidson in reference to the requests to be submitted to W Hughes but they regret to find that those gentlemen do not feel free to express their concurrence in any such requests. The committee now submit the ac -

companying draft of a letter to W Hughes & at the same time report that three of their number viz: Rev J Lyall and Messer Geo. Young and J. Howard Clark protest against that part of the said letter which requests W Hughes leave the appointments of the classes endorsed by him absolutely open, as exceeding the limits of the association's instructions, & recommend that the passage embodying that request be struck out of the letter. appealed to this referral a special protest handed in by the Rev J Lyall in reference to the last named portion of the letter.
