<title>Workforce Development - Strategies and Lessons: Case Study Report.  Accompanying Report Individual Case Study Summary Reports</title>

SUMMARY: This case study presents a three-tier Workforce Planning and Development Framework (the Framework) that encompasses effort at three levels:

1. the establishment of Children&#x27;s Centres for Early Childhood Development and Parenting

2. the Early Childhood Development sector (currently known as Children&#x27;s Services)

3. the Health and Community Services industry in South Australia.

The need for the Framework was identified as a means of supporting a systematic approach to workforce development. The Framework provides an overarching direction that also enables more specific planning within and across each tier, and over a range of timeframes - immediate through to long term. The Framework integrates a three portfolio areas at State Government level, due to the South Australian Early Childhood Development Strategy (ECD Strategy) and its attendant Children&#x27;s Centres being required to take a holistic approach to early childhood development by integrating health, education and family and children&#x27;s services.</description>
