The University has enaged a specialist Service Provider to assist it to develop, implement, monitor and manage Emergency Management arrangements for use in the University environment.
The Contract for these services assist the University to ensure that is has in place effective Emergency Management and Planning processes and that the University meets or exceeds its legal compliance obligations as a building owner and/or occupier and as an employer.
The Service Provider, in consultation with the relevant University representative(s) is responsible for meeting the criteria specified in Section 2.1, 2.2 and 2.3 of Australian Standard AS 3745 Emergency control organization and procedures for buildings, structures an workplaces including the following:
- Monitoring the Emergency Management Plan and making recommendations where necessary
- Reviewing the Emergency Store Facilities and making recommendations where necessary
- Reviewing Emergency Control Organisation (ECO) Networks (eg Wardens) and making recommendations where necessary to ensure the number of ECO personnel are consistent with the nature and risk of the buildings, structures and workplace
- Reviewing, updating and maintaining the Chief Wardens Manual master template
- Reviewing updating and maintain the Emergency Control Organisation Emergency Response procedures including provisions for
- Persons with disabilities
- Use of Lifts
- Assembly areas
- Communication
- Emergency response equipment
- Fire and/or life safety features (eg building fire safety features) that could impact on the procedures
- Security and Specialist staff
- Specific procedures where hazards have been identified (eg bushfire)
- Providing training and re-training in accordance with the training requirements in Australian Standard AS 3745 Emergency control organization and procedures for buildings, structures an workplaces
- Reviewing Emergency Signage including Emergency Charts (Flipchart) and Posters to ensure the arrangements for evacuation are displayed, and replaced as required
- Conducting six monthly Emergency Evacuation Exercises for each building specified within the Contract, documenting the outcomes, reviewing the effectiveness of procedures and arranging for procedure improvements if required
- Assisting the Emergency Management Committee to conduct an annual desk top emergency exercise to test the Incident Management Task Group, University Security and building Emergency response procedures
- Every third year, assisting the Emergency Management Committee to conduct an “Operational” Emergency exercise to test the Incident Management Task Group, University Security and building Emergency response procedures with the participation of State Emergency Response Agencies where possible
- Reviewing and maintaining the University’s existing policies and procedures
- Ensuring Emergency Management documents reflect current Statutory and Regulatory requirements
- Ensuring Adelaide University specific documents are maintained and updated to reflect current Statutory and Regulatory requirements
- Providing data to enable the University to update its records, and provide such records to Emergency Control Organisations on request (eg training records, evacuation exercise records)
- Inspecting, testing, preparing and maintaining records to demonstrate compliance with Australian Standard AS 1851 Maintenance of fire protection systems and equipment (Table 19.4.2) Emergency Evacuation Procedures
